SS316 case with Japanese Miyota movement.

Tritium tubes are self illuminating glass tubes. They do not have to absorb light. They will glow by themselves for over around 10 years since new.
Tritium is radioactive. But the tritium gas inside the glass tubes will not come out. So they are very safe.
